Australians love swimming. In fact, nine out of ten Australians live within 20 minutes’ driving distance of an aquatic centre; but access varies widely among council areas: inner-city Parramatta has over 14,000 residents per aquatic center while Mosman only has over 7,000 per aquatic centre – further compounding this issue of access. Furthermore, certain pools in rural or regional areas only open seasonally which further limits availability.

Icebergs pool at Bondi Beach is among the over 100 ocean pools across New South Wales that are considered of national significance. Constructed of rock – often cut out of headlands – these ocean pools contain sea water that surges over their sides. Most are maintained by private clubs and offer swim lanes so swimmers can use them when the ocean becomes unsafe for children, elderly, or disabled swimmers; others serve as scenic backdrops for events such as the Bondi to Bronte swim.

Construction has not been smooth. A number of issues, including Covid pandemic and PricewaterhouseCoopers health review have diverted resources away from building the pool; thus pushing back its opening date by more than five years and increasing costs to over $100m.

Kylea Tink, independent federal member for North Sydney, describes this project as an exemplar of how not to carry out infrastructure projects. According to Tink, its problems started after the government provided a $10m pre-election cash injection specifically targeted for regional and remote women’s sports, setting it on an accelerated timeline than would otherwise have occurred.
